If by Cotter you mean Cotter River, the only accessible, nice spot is Vanities Crossing. Can get crowded on a hot day though.
I went for a drive out Uriarra way and noticed the signs there said that it was currently unsafe for swimming. Note parts of the cotter will be closed from the 11th.

Otherwise there are signposts as you enter most areas.
If access is still open Casuarina Sands above the weir is generally considered safe.
Past the Cotter up towards Tidbinbilla there’s nice paddling at Murrays Corner up along the Paddys River Road. It was a bit desolate there for a while after the bushfires but i imagine it would have grown back quite well by now.
