Exactly. You just have to show them that you did report it. Providing a report reference number and the time/date/location it was reported satisfies this requirement.

If Police didn’t attend at the time of the crash, there is no ‘investigation’. The form is basically for ACT Govt stats (and satisfies the legal reporting requirements).
Your insurance company should get a copy of the form you submitted (if you’re comprehensively insured), and then you do your own report to the insurance company. Insurance will try and wiggle out of everything, at the minimum insisting you pay the excess as ‘there’s no way to prove who was at fault without independant witnesses’. Then they’ll try to get you to provide a copy of the report so they don’t have to pay Freedom of Information fees.
Good luck…. You need to be quite firm and if it’s not your fault and you have photos etc, insist you’re not paying excess unless you significantly contributed to the crash.
