A young woman warned the man accused of sexually assaulting her when she was 14 that his alleged predatory actions would catch up to him one day.
Months later, 36-year-old Jeffrey Norman Rose was arrested over allegations that he committed numerous offences involving a total of six underage girls.
The Kambah resident was granted bail on 15 charges last week, before Region obtained court documents revealing details of the allegations against him.
The documents say the first girl was 14 when a 15-year-old friend introduced her to an older man. This friend had told her she would send the man, alleged to be Mr Rose, intimate images of herself in exchange for cannabis.
Mr Rose, aged in his early 30s at the time, allegedly spent two months giving the first girl cannabis in 2021 before he asked her for nude images in exchange for the drug.
Police allege that while the girl specifically told him her age and what year she was in at school, he still exchanged cannabis for these images about 20 times.
Later that year, Mr Rose allegedly told the first girl she would have to come over to his home to collect the drugs, so he picked her up in his car and drove her there.
The girl claimed he took her into a bedroom and had sex with her while she froze and cried. Afterwards, he allegedly gave her cannabis and dropped her off at a park.
It is alleged that a similar incident occurred a couple of months later, in which he also told her she had to go to his home to collect cannabis, then he had sex with her when she did.
The first girl claimed she didn’t speak to Mr Rose again until years later, when he made an unsolicited phone call to her, leaving her in distress, before he messaged her again in August 2025. This time, she confronted him.
“You’re f-ing gross get a f-ing life! Preying on little girls is not okay, your actions will catch up to you one day,” she allegedly messaged him.
“If anyone is strong enough to build a case towards you, I will be there backing their every f-ing word.”
Mr Rose allegedly replied in part, “That’s stupid! I never done nothing wrong to you”.
The girl reported him to police a couple of days later and officers raided his home earlier this month.
During the search, he was allegedly heard telling his mother, “I have had sex with her, but she wanted to, and I said okay”. The documents do not state who he was referring to in this comment.
When police searched his mobile phones and iPad, they allegedly found intimate images taken about five years ago, suspected to be of five other girls who would have been aged between 14 and 16 at the time.
In the documents, police say they were yet to speak to these five girls. But they say they allegedly saw a pattern in the conversations between Mr Rose and all six of the girls, in which they would discuss providing him with intimate images in exchange for cannabis or alcohol.
Mr Rose was arrested and appeared in the ACT Magistrates Court last week, where he was granted bail despite opposition from the prosecution.
He was charged with two counts of sexual intercourse with a young person, six counts of possessing child abuse material, five counts of using a carriage service for child abuse material and single counts of grooming a young person and supplying cannabis to a child.
The matter was adjourned to 12 March. No pleas were entered.
