It’s a very useful word. IN the world of geospatial information systems it expresses in two syllables a complex group of concepts that would otherwise take several sentences to write down. It’s like saying “car” versus “A mechanical contrivance, usually with 4 wheels and an engine used for moving people and goods….etc”.
Unfortunately, I’m not quite sure the OP is using the word correctly.

The ACT, as with the rest of mainland Australia uses the Australian Height Datum (1971) – http://www.ga.gov.au/earth-monitoring/geodesy/geodetic-datums/australian-height-datum-ahd.html
The best reference for ACT Datum information etc is the ACTPLA survey section – http://www.actpla.act.gov.au/tools_resources/maps_land_survey/surveying_data/surveyors_information
Bit of an odd question tho’ – A better question would be what coordinate system does Canberra use? This would require a more detailed answer – which is in the ACTPLA link above 😉
The Geoscience Australia website has lots of data sets available for download, in lots of formats depending on the application you are after. The 250k scale Canberra GIS Dataset is here.

ACTPLA are sitting on the ACT Airborne Laser Scanning Digital Elevation Model, which is accurate to 30cm vertical, 3m point density, and is broken down into ground and non-ground data sets.
It covers the Canberra urban area.
It would be a specatcular addition to ACTMapi.
(Otherwise ACTMapi has ~5m accuracy contour data, with 20m point density precision)
Additional to my post – I got the 574m figure from a book I happen to have lying around, but Google tells me it can be more, depending on where in town you are (obviously). The 574 number relates to Civic, I think.
It could mean the height above sea level (574m). Or it could mean something to do with building heights, in which case it’s Rafferty’s rules.
