Quick question, is it illegal in the ACT to put advertising flyers under windscreen wipers? I received one the other day and I though it wasn’t allowed anymore? I know it’s illegal in NSW under littering laws.

There were hundreds at Belconnen Mall yesterday. A company called 1300ECLEAN or something.
I seem to recall a lot of “are you using only ten percent of your brain?” scientology leaflets, back in the day. Then it all stopped, around the time when… yeah, I guess it worked.
Thanks for the input and advice. The flyer distribution was in a designated car park for a federal government agency which requires swipe card access for cars but is accessible to the general public by foot. Does that make it a private car park like Thoroughbred Park?
In any case I wont be reporting it, I dont need the hassle right now – was looking for confirmation re the legality though.
If you are cynical you might describe it as an inneffective law that was passed in order to be seen to be doing something about the issue of the day.
If you are more generous, you might describe it as a law designed to influence community standards, rather than enforce them.
To get anything done, you will need evidence of the identify of the person who actually put the flyer on your windscreen. You will probably have to catch them in the act.
It isn’t an offence to have your company name printed on the flyer. This would be too easy to abuse.

The bit about the police is a complete joke, they don’t touch bigger offences such as illegal dumping. The rangers may do something, although I’ve found their responses to problems can very inconsistent.

If the car were parked on private property (Thoroughbred Park) then it is not illegal.

Section 13, Littering Act 2004
Placing advertising leaflets on motor vehicles etc
(1) A person commits an offence if the person places any unsolicited
leaflet in or on a motor vehicle at a public place.
Maximum penalty: 10 penalty units.
(2) Subsection (1) does not apply if the leaflet—
(a) is placed in or on a motor vehicle in accordance with a
Territory law; or
(b) contains a message that is—
(i) of a personal nature; and
(ii) directed only to the owner, or the driver or rider, of the
motor vehicle.
(3) A person commits an offence if the person distributes, or
commissions, authorises or arranges for the distribution of, any
unsolicited leaflet for placement in or on a motor vehicle at a public
place.
Maximum penalty: 10 penalty units.
(4) Subsection (3) does not apply if the leaflet is placed in or on a motor
vehicle in accordance with a Territory law.
