A man has been accused of having sex with an underage girl twice in 2021, as well as possessing intimate images of five young women, which were taken about five years ago.
Last year, a woman spoke to police alleging sexual offences had been committed against her in 2021, an ACT Policing spokesperson said.
The investigation resulted in police raiding the Kambah home of 36-year-old Jeffrey Norman Rose on Friday (6 February).
The police spokesperson alleged officers found “imagery of multiple underage females” on two phones seized during the raid.
“It will be alleged in court that the man used the supply of cannabis as a means to contact and engage with the young women,” the spokesperson said.
Mr Rose was arrested and handed 15 charges before he faced the ACT Magistrates Court on Friday (6 February) and applied for bail.
Prosecutor Colin Balog opposed bail and alleged Mr Rose had sex with the complainant, who was a young person at the time, multiple times after giving her cannabis and extracting child abuse material from her.
He also said there were five additional potential victims, but police hadn’t been able to contact them yet, and it would take time to reach out to them.
Manon McPherson of the Aboriginal Legal Service said her client, who started to cry during her submissions, was supported in the courtroom by his mother, father and brother.
She said that while police alleged he contacted the complainant in August 2025, that conversation ended with him saying, “I won’t contact you again”.
Ms McPherson said there was no suggestion the full-time concreter had committed any alleged offence since 2021.
Magistrate Glenn Theakston said he would grant bail with some reservations, as there was not enough to justify refusing it.
He said the main concerns were any alleged reoffending or the risk of endangering the safety and welfare of complainants, but there was nothing to suggest the allegations in the charges were recent.
Mr Rose’s charges are two counts of sexual intercourse with a young person, six counts of possessing child abuse material, five counts of using a carriage service for child abuse material and single counts of grooming a young person and supplying cannabis to a child.
His bail conditions include not contacting or approaching a list of people, only possessing one mobile phone, not accessing social media or messaging apps, and only being in the company of a person under 16 if another adult is present.
The matter was adjourned to 12 March. No pleas were entered.
