Considering that the ACT Govt is fighting with it’s own staff to give less than that and the Federal Govt is mandating less than %3 over the next 12 months wage rise at the moment (from what I can remember) how do they justify this figure? Is based on the pay rise Stanhope and Co gave themselves?

Probably because most of the larger pay rises public servants get come from chaing roles, and in the private sector wage rises of double digit percents is not uncommon.
