Yes, it is a ratio. A ratio determined by a variety of factors that are influenced by population, available space, average earnings, etc, etc, etc. Considering that the greatest difference is in population, it makes no sense to bother comparing our city with another with over 10 times as many people.

And now you’re comparing two cities in different countries, with different exchange rates, different available land, different income levels, different transport systems, different governments… I can see discussing this with you is a waste of time.
