Yes, it is a ratio. A ratio determined by a variety of factors that are influenced by population, available space, average earnings, etc, etc, etc. Considering that the greatest difference is in population, it makes no sense to bother comparing our city with another with over 10 times as many people.
And now you’re comparing two cities in different countries, with different exchange rates, different available land, different income levels, different transport systems, different governments… I can see discussing this with you is a waste of time.

I agree with Mr Gillespie, if you are a tradesman for instance and the boss sends you to somewhere like Mort St or Moore St after 9am, it is impossible to find a park. Because your vehicle has roof racks and ladders you can’t use the multistory lot. On numerous occasions I’ve driven around and around, eventually having to park on the War Memorial side of Limestone Ave because all the side streets have only 2 hour or no parking at all. It is a long haul back into Civic from there with a tool bag and 6 foot ladder but there are no alternatives. I now flat out refuse to work in Civic if it is after 7:30 in the morning.
I was once asked why we park on the driveway and drive on the parkway.
This makes much more sense.
