Plonk in Fyshwick definitely have it, but they have the stuff that’s manufactured in the UK, not Hong Kong (the best version, in my opinion) or the Philippines. It’s definitely a good drop, with a particularly distinctive taste.
Maybe call someone at the Philippine embassy, there’s plenty of Pinoys that sell Filipino beverages and food privately here in Canberra.
Where have you tried?
There’s several bottle shops in Braddon. Try all the others.
Then there’s Civic. The one opposite Uni bar has a few different beers.
In addition to the other places mentioned above, Jim Murphy Airport Cellars has a bit of international stuff.
More importantly, where can I get a case of Hello Kitty sparkling wine?

I’m sure I’ve seen it all over the place. Matter of fact, I think Supabarn in Wanniassa has it. That being said, I’m sure you’ll find it at any of the dedicated liquor warehouses around town, such as Dan Murphy’s, First Choice etc (you’ll likely get it for a better price at these places too).
Give Dan Murphy’s in Woden or Tuggeranong a ring. I’m pretty sure they stock it.
I think I rememeber seeing it at Georges Liquor Stable in Phillip last week.
