My comment,while somewhat sarcastic,was to point out that there had been a failure to identify that Darcy was wanted in the ACT while he was incarcerated in Wellington,NSW.It appears that there needs to be better information sharing and checking between the various states and territories to avoid this type of scenario recurring.

I’ll take your argument to its logical conclusion, and suggest we dismantle the whole expesnive criminal justice system and just wait for people to stop offending of their own accord. Because that’s what you’re implying.

He has, in fact, almost used the excuse you suggest – saying he had moved to Canberra to start a new life. But then appears to continue his old life. Go figure.

Speaking of assumptions, how do you know this was a FIW? And when they are issued them, who are they provided to for actioning? Oh yeah, the police. And in an island jurisdiction, if ACT police aren’t routinely registering their’s with NSW police, then there is a much bigger problem.

The fact we do know is that a suspect/defendant has been roaming the streets when he shouldn’t have been. Whether this was the fault of ACT police, NSW police, ACT or NSW courts, or NSW corrections isn;’t really the point. It’s a systemic failure (and not the first of its kind, as anyone with inside knowledge would know) and should be completely impossible in the days of fingerprints, computers and DNA.

Whether or not it says anything about exchange of intelligence, it says a lot about the competence of the police, courts and corrections. “It’s alright, we got him three years later” means little to all the other victims he may have had in the intervening period. It will also mean little to the victims of the original offences. It also screws up the chances of conviction, if it relies on any witnesses’ evidence, as so much time has passed. ACT courts are slow enough without adding this kind of stuff-up on top.

It also means he thought he’d got away with it for years, which is hardly a good thing, and may have encouraged him to keep offending.

It has now been reported that ACT Policing had been searching for William Warren Darcy,23,who was one of the four people involved in the stabbing,for almost four years on a series of charges, including burglary, common assault, property damage, and possessing a knife.

Unknown to local authorities,Darcy was living in Dubbo and spent a stint behind bars at the Wellington jail in NSW.
