Lyn Fuller is has also been ‘carillioning’ for decades now. She is not only an exceptionally talented local music stalwart but also excellently communicative – you should also track her down through the NCA or CSM if you can.
Organists from the Canberra School of Music are also a good place to try, as they get to play the Carillion sometimes. Perhaps the CSM could put you in touch with some?

I have not seen the inside of the Carillon but a vague recollection of a photo or two shows that it does have a keyboard, but the keys are rather large and you use your hands rather than fingers to “play” a note/bell. Not sure if there is also a foot keyboard as well. Also, the lift apparently is rather, well, small.
Found a photo at ACT Heritage Library that shows the keyboard.

National Carilon Open Day
The National Carillon will hold an open day on Sunday 15
March, from 1.30pm to 4.30pm. The open day provides a rare
opportunity to see inside this striking musical instrument.
A great afternoon of entertainment is on offer with free tours,
carillon performances, face painting, balloon modelling and a
jumping castle. Carillonists will take visitors to the see the 55
bells, clavier and function room at the top of the tower which
boasts one of the best views in Canberra.
