Not sure if it is to do with accrual accounting or not, but you are right, provided capital money has been committed it can indeed be carried over to the next FY.

You’re missing the point. Those signs are not exactly in line with each other, so its two pieces of roadwork the signs are about. One ends a metre before the next one starts.

One reason there won’t be so much roadwork next year is because much of the funding for current chaos comes from last year’s ‘economic stimulus’ federal budget, which imposed tight timeframes on things in order to keep the economy moving throughout the 2008-10 period.
At least it is better then those in charge of the Kings Highway hill out of Queanbeyan.
They have covered up part of the “Overtaking Lane 300m Ahead”, so it only reads “Overtaking Lane” now an unsuspecting tourists on a rainy night is going to see that sign & go to overtake someone on a blind corner, only to have a head on with another unsuspecting vehicle.

Simple. Budgets run till the end of the Financial year, the money must be spent by then – you aren’t allowed to have any left over, and can’t hold it to spend next year. Then they will try not to spend anything for 6 months as they don’t want to spend their budget, which means by Christmas they then face spending a lot of money so that they use it all again by the end of the financial year.

It would have been better to stretch them out so there actually *was* an alternative route to take (as suggested by signage at every set of roadworks on every route from anywhere to anywhere in the ACT); “Poor Management” – abso-bloody-lutely!!!
Obviously building the GDE properly in the first place (ie with dual lanes) would have avoided most of the GDE problems (and cost a packet less)… and undeniably, the works going on elsewhere are required…
These are “projects” being run by the same people who built the single-lane GDE, and who put ridiculous bike paths all over the roads (many that start and end from nowhere). Foresight and project management has nothing to do with any of it.

Fear not, ye all. I was assured by a TAMS fellow I chanced to meet the other day that within a few months there would be pretty much no roadwork anywhere in the territory (GDE notwithstanding), on account of them already having spent most of next year’s budget.
Surely by now there should just be a “Roadwork Ahead” sign at the border as you enter the Territory, a blanket declaration like the 50km/h signs? Posting each area individually is simply too difficult/sizeable a task …
