Believe it or not, I’m pretty sure that the (currently covered) signs on Hindmarsh Drive refer to them as “Safety Cameras”. It’s just like being on the Hume Highway!

With the amount of accidents on the roundabout 10m down from this, they would have had a great supply of broken head/tail lights.

I hope it is broken head/tail lights, would be rather fitting.

What’s the material that’s in the concrete? From the second photo, it looks for all the world like someone’s swept up the broken brake light and blinker plastic after a car accident, and used that in the sculpture.
