A breakdown of the latest appointments and moves in the Australian Public Service, the wider public sector and across the public services of the states and territories.

Shadow Ministry changes

Federal Opposition Leader Sussan Ley has announced several new Shadow Ministry appointments in the wake of the departure of Andrew Hastie from the frontbench last week.

“I am pleased to announce the following changes to the Shadow Ministry, which strengthen Coalition efforts to simultaneously hold the Albanese Government to account and develop a clear, credible policy platform that contrasts with Labor,” she said on Monday (13 October).

Senator Jonathon Duniam has been appointed as the Shadow Minister for Home Affairs.

Julian Leeser will replace Senator Duniam as Shadow Minister for Education and Early Learning, and will continue serving as Shadow Minister for the Arts.

Andrew Wallace will replace Mr Leeser as Shadow Attorney-General, and will resign as the deputy chair of the Parliamentary Joint Committee on Intelligence and Security (PJCIS).

Zoe McKenzie has been appointed to the vacant Shadow Cabinet Secretary position and will continue as Shadow Assistant Minister for Education and Early Learning.

Chief Opposition Whip Aaron Violi will also take the role of Shadow Assistant Minister for Communications.

House Deputy Whip Cameron Caldwell will become Shadow Assistant Minister for Housing and Shadow Assistant Minister for Mental Health.

APS Senior Executive Service

Band 1

Joel Bailey has been appointed as general manager, applied science in the Murray-Darling Basin Authority.

Matthew Wise has been promoted to Assistant Secretary, Policy and Program Management in the Department of Foreign Affairs and Trade (DFAT).

Renato Colaianni has been appointed as Assistant Secretary, Enabling Services in DFAT.

Band 2

Caitlin Delaney and Michele Arcaro have been promoted to First Assistant Secretary in the Department of Education.

Marie Illman has been appointed as Head of Division, Minerals & Resources in the Department of Industry, Science and Resources (DISR).

Other federal appointments

The government has appointed Luke Woodward as a Commissioner in the Australian Competition and Consumer Commission (ACCC) for a five‑year period to fill the position left vacant by Liza Carver.

Mr Woodward was previously executive general manager (Compliance) and General Counsel at the ACCC. He has more than 30 years’ experience in competition and consumer law enforcement at both the ACCC and in the private sector, including in mergers and infrastructure regulation.

He was most recently a partner at King & Wood Mallesons, where he headed its national competition law group. He was previously a partner and head of the competition and regulation group at Gilbert + Tobin.

Kathryn North has been appointed as the new chair of the Australian Medical Research Advisory Board (AMRAB) to replace Professor Ian Frazer, who stepped down as the inaugural chair in February.

AMRAB is the body that determines the Australian Medical Research and Innovation Strategy and Priorities, which guide how funds from the $650 million Medical Research Future Fund are distributed.

Professor North is a distinguished paediatric physician, neurologist, and clinical geneticist renowned for her leadership in research translation and genomic medicine.

Professor Linda Deravin has been appointed as National Rural Health Deputy Commissioner for nursing, and Associate Professor Geoff Argus as National Rural Health Deputy Commissioner for allied health.

The new deputy commissioners will work with the Commissioner, Professor Jenny May, to provide a rural focus to the Federal Government’s strategies, policies and plans to ensure the health and wellbeing needs of rural Australians are considered and acted on.
