I have to agree with shauno, this is a pretty much total non-story. Maybe if they required all stores selling fags (In case the Canberra times is reading, I am referring to cigarettes) to take a photo of the purchaser, and a copy of their photo ID?

If they were serious about this, they should have offered some pay. For a sixteen year old, the penalty for being a snitch is harsh. Nobody likes a snitch.
