Our house was built three years ago and now it has started leaking water from the roof. I inspected the roof and found out that flues were sealed with a heavy dose of Silicone without using a storm collar. The silicone sealings have now split.
Looking at the photos, is this a standard way of installing flues in Canberra? Shouldn’t there be a storm collar around the flashing and the flue? My builder says we have to inspect these silicon seals every six months and redo them if needed!

Is this the correct way to install flues? If we have to inspect and re-do silicone sealing every six months, that doesn’t appear to me as a quality job. I would like to hear the expert opinions on this. If these don’t meet the standards, I will have to get a reputed roofing company to redo these and recover the cost from my builder.
Thanks
