Why not a proper ‘roller skate in the city’ like they do in Paris and London. Every Friday night is skaters night in the city.

There are designated holes in the ground for that sort of thing, although they are rarely if ever used, except as sites for youths to congregate for binge drinking

You can only ride on the road when: there is no dividing line or median strip; the speed-limit is equal to or less than 50 kilometres per hour; or on a one-way road with less than 2 marked lanes. Oh, and they can only be ridden during daylight hours.
The ‘dividing line’ rule would cut out most of civic imo.
