My apologies, i should have gone and had a look at the flickr page where it says that its a HDR before taking a guess as to what effect was used.
Very impressive to capture the boats so well when they would have been moving rather quickly in that wind.
High Dynamic Range
It’s a way of combining images of a single scene shot at different exposure levels.
